[NB32-38, RC4]

there has been an Issue #11585 which causes with its fix, that some
FS property was "improved" (changed)

But this fix was possible to determine only on newly added CVS FSs.

WHY?
ide serrialized this property and if the new version of it appears
ide supposes that user might already changed it, so in this way ide
protect user's custmization/settings.

It sees as a feature: not to override user's settings, but on the other hands it
is big disadvantage if user cant's see the news and enhancment leading from
changed property.

There should be a mechanizmus how to handle this situation:
1. Control all possible settings and properties if the user
  has already changed them or not.
2.If the "advanced" property comes up it should check this list of
 unchange properties(probably user was satisfaid with the default value)
 and ask for the changed properties if user wish to use this new "better"
 setting. Or for bouth cases it should ask/notice the user: 
"The new settings apper. You have (NOT) change it till now. Do you wish to use
the new setting?"
