BPEL editor basic activities palette should have provision for compensateScope activity. There are two issues here, the bpel editor allows for the user to type in a <compensateScope> activity and recognizes the same in the design time model, but does not provide the user the ability to drag and drop this activity from the basic activities palette, The compesateScope activity needs its own specific activity icon, today if the user types in a compensateScope activity in the code the editor Design view depicts it as an empty default unknown activity icon.
Hiking the priority up to P1 for M4 release, as per iteam meeting decision.

New element added to palette. Uses the same graphics as compensate(need new icon?).
Changed target milestone from Sierra to 6.1 in order to display correct info on NB 6.1 dashboard
