System directory should be restored automatically from backup copy, when the 
tool fails in settings transfer. Leaving the system partially transfered brings 
inconsistency in the IDE.

This occured in situation described by Issue #11161.

CopyUtil class restores system directory from previously made backup copy in 
case the settings transfer operation has failed.

when import failed the system is restored from the backup folder
