Netbeans release 3.2 build 21

Only in tools debugger!

Steps to reproduce:
-------------------
1. Start application with the debugger executor.
2. Attach to this application.
3. Suspend this application.
4. Finish debugger.
5. The debugged application will be stoppped. It should run after
   disconnection.
