The IDE starts Webrick when the user Runs a Rails application.  It would be great if the IDE could set the proxy server 
and port number that Webrick uses to access the internet.  As it is right now, there is no way to use the IDE's Run 
command to run a Rails application behind a firewall.

Best solution would probably be to use the IDE's proxy setting that the user can control from the Options dialog.
