1. Netbeans M10 can not allow user to change jsp file's Encoding(for example: change ISO-8859-1 to utf-8), but Netbeans
M9 is fine(M9 works).
2. Netbeans M10 can not show jsp file properly if the file is utf-8 Encoding(if the file contains double byte
characters),  but Netbeans M9 is fine(M9 works).
