Issue originally filed against HTTP BC on Open-JBI-Components.
Description from QE:

For Soap Binding , the URL generated is not complete for the complex datatype.
For simple/basic datatypes URL is getting generated properly.

The generated URL is as follows:
http://localhost:18181/service
The service & port name are missing.

With the exception RPC style with element defined for the parts, all other WSDLs seem to include "complete" URLs. 
And "RPC with element" is not a BP compliant combination so the WSDL wizard should have validated against it. 
Currently, there seems to be some problem with the validation and so the wizard allows the WSDL to be generated but 
somewhat incorrectly.

Kini is looking into fixing the validation issue right now.
