Page Fragment missing Mnemonic for select page fragment dialog

Steps:
1. drag palette > layout > page fragment onto designer (select page fragment dialog appears)
2. press Alt key

Expected underscore beneath P in Page Fragment label.  If you click Create New Page Fragment button and press Alt, you
will see one for N in Name.

Page fragment label is missing mnemonic. Set the label's mnemonic to character P.
