I was looking over 6M10 and noticed the Design Parent action child actions are disabled for all but 1 parent node.
Sometimes this is the top node and other times it is one of the other Nodes, and it doesn't seem very consistent. I
developed it on Linux and found this issue on Windows, so I'll double check 6M10 on Linux as well. This will be fixed
after I have looked over some issues with refactoring.

Closing as this seems to work as designed. I must have been tired when I looked at this the first time.
