Provide feedback to plugin owner when a comment is entered on their plugins.  The plugin owner should have the ability
to receive an email stating that one of their plugins has been commented on.

I notice that comments can be added on the plugin portal but this bug is still in open state. Is it because the email
notification to owner has not yet been implemented?
