m10 build
- installed from full installer: base ide, java ide and ruby
- uninstalled ruby using plugin manager (it recognizes ruby was uninstalled, offers ruby in new plugins)
- ran installer again, but it shows ruby is installed

Resolving the issue as the duplicate of the old one (integration of Installer and AutoUpdate).
