.) Open plugin manager
.) Install some features, where u know they need a NB restart
.) Press 'Restart later'
.) Install some more features, that don't need a restart.
-> When pressing 'Install', the other features installed earlier are also displayed

When I pressed Next> I got some Assertion Excpetion, which I don't know if it is related to the procedure above... 

However I think the plugins from the first step should not appear again...

Yes, I've seen such behavior few minutes ago (install Ruby and push Later & select SOA )
