"Edit WS Atributes" action is not avaliable for JAXRPC-based services and clients.  This functionality is required for
setting AM security attributes.

The only user for this is Identity. The Identity functionality for JAXRPC has been waived for M10. Downgrading this to
P2 as it is no longer a stopper.

We've decided not to support identity for jaxrpc.  Closing this bug as wonfix.
