When creating web service references you can choose a "project web service" as a
target among other options. I would expect that once the service is listed
there, it should be usable for creating the WS reference. This is however not
the exactly true, as WS reference creation fails for all web services that are
not deployed in running appserver. I believe that it would be much more user
friendly if the web service references could be created from project web
services in an off-line mode (no need to run app server, one just needs to
generate WSDL of the service).
