After reverting layer.xml, from VCS, <this layer in context> didn't update.
Don't know if there are other situations when changes to layer.xml dont' reflect.

But <this layer in context> and layer.xml are tightly coupled and should be a
two way edit situation.

<This layer in context> will get changed as result of issue #150804.
