reproducible with 050715

steps:
1. create any diagram
2. put any(*) number of any elements
3. close properties window
4. click on any element or in free diagram area
properties window is reopened

It was wrong to force open properties window, due to issue 98334 we had to avoid using TopComponent Group altogether. 
Now that it was fixed, we can define diagram TC group to include documentation and properties, palette is opened through
common palette group. 

Documentation is by default docked to navigator area, so that both documentation and properties can be viewed at the 
same time. Open/close behavior of diagram TC group is similar to that of form editor.

Doc window is now on the layout with the navigator window.

just remove waiver keyword 6.0_WAIVER_APPROVED for resolved issues.
