1. Run Update Center (Tools->Update Center...).
2. Close Update Center Wizard (do not use "Cancel" button for this, but close 
it by x-widget)
3. Update Center is now grey (disabled) in Tools menu.

Fixed in dev and 3.2. Fix will be in next build.
