If "show editor toolbar" is set to true for the *first* time, it has no effect. Editor must be reopened. Further attempts work out.
I'm setting priority to P4, because I've tested it on [010514_3] and it works fine. If this bug will not occur in future I will resolve the issue as WORKSFORME.

Confirmed; it seems that even new editor windows do not create the toolbar, not only pre-existing ones.
I've made a mistake when testing the feature (the IDE was a custom patched build). I cannot reproduce it on "official" builds. Please reopen if you have a reproducible case - please provide steps for reproduction then.
In 3.2.1, I was able to turn this setting on and have it affect previously opened editor panes. However, turning the setting off again had no effect i.e. the toolbar was still present.
Should be already fixed in dev/beta/Q builds for some time.

Resolved for 3.4.x or earlier, no new info since then -> closing.
