In the mercurial plugin we get notification of file creation, deletion, move and
change.

We need notification of a file copy in order to be able to call hg copy to
preserve the history across copy.

This is an important issue for Mercurial - if we do not have this support we cannot support Hg's copy semantics.
Changing priority to P2.
