Mac OS X version 10.4.9 running on i386
en_US (nb); MacRoman

Steps to reproduce:
1.Go to main menu Tools | Plugins
2.Select Settings tab
3.Push Proxy Settings button
4.Push Advances Options button 
5.Push plugin manager's Proxy Settings button
Both options dialog (Options and Advanced Options) are visible at one time - see
attached screenshot.
