To reproduce:
1. Create new WSDL document.
2. In wizard, complete Name and Location page and click Next.
3. In Abstract Configuration page, under Input, click the ellipsis button in the
Element or Type column.
--> The Select Element Or Type dialog box opens with the string built-in type
selected. 
This means that the user now has to scroll up to the top of the dialog box to
expand the By File node (all the way at the top).

--> The dialog box should open with all main nodes (By File, Built-In Schema
Types) collapsed to avoid extra navigation/clicks by user.

Leon, can you comment on this?

In my view, this is by design, unless a newer gui design is done for this.

If we make the part type to blank by default, then user has to go and select something before pressing next.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
