When I tried to build latest sources (12 Mar, 2001), I realized that when
starting the IDE for the second time from the same user directory,
it gets stuck waiting at http connection. I investigated it further
and realized that the IDE is trying to access
http://www.netbeans.org/dtds/toolbar.dtd instead the local copy of the DTD.
There is probably some problem with registration of DTDs.
