I`ve got two languages, EN and RU installed and i swithc them using CTRL-SHIFT.
The default is EN.
Then IDE launched, it selected RU as default, which is wrong, because i have EN 
default language in the system.

This conflict between default language and locale setting is known bug in jdk,
please see
