When I download the NBI and try to lanuch the installer I first have to go to the command prompt and do a 
chmod +x then I can launch the installer.  

Why is the installer not an mac app.  That way the installer will be able to be launched from the finder or 
the download manager?

I selected UI as the subcomponent because I could not find a sub component to cover this issue.

For M9, we will be wrapping the installer in a .tgz archive. It can be extracted
with a mouse-click and allows us to preserve the permissions. This workaround
lets  us to consider this issue fixed for M9.
