During the very first startup of the IDE with clean userdir the "Properties Window" is open on the right 
side of main window. It takes up space from the welcome screen and can only be used with mobility 
projects.

Don't show the "Properties Window" initially and open it only when appropriate, for example when a 
mobility designer is open. (I'm not sure how the Properties Window is used in mobility, I just assume it 
belongs to mobility as its tooltip says "Mobility Properties window").

Also the title of the window should say "Properties" or "Mobility Properties". Don't add the term 
"Window" into the title.

Should be fixed for M9. Please reassign where appropriate.
