Seen on Windows XP with Hula build8a (070403_30) and JDK 1.6.0_1. Reproduced on
Hula 070410_14.

I can't drag-and-drop types or elements from the Navigator pane into the Type or
Element field of a part in a message.

See issue 95341, issue 92154 for scenarios that should work, but don't.

Correction: I should be able to DnD an element or type onto a message in Partner
view to create a new part of that type, according to the referenced issues and
the specs. This was working at one point.

Fixed the regression of both 95341 and 92154

Verified that this problem seems to have been fixed.
