Background: Old projects will only have xsltmap.xml (the old config file) and
user should not have to manually update their projects.  The runtime (XSLT SE)
is backwards-compatible and will support the old config file if the new version
(transformmap.xml) is missing.

The issue is that old projects are failing because neither config file is
deployed, neither the new one because it doesn't exist nor the old one, which is
the regression.
