Refactoring Undo operations are available in Refactor menu. But it seems for me that it's confusing that thay are unavailable from main menu. This is a known issue. This cannot be done by XML refactoring unless the core Refactoring provides the framework. Once the core issue is fixed, this will be will also get fixed.
