Window --> Other --> Declaration shows rather useless window that might confuse the users. The window has several usability problems, namely:

1. Looks like editable but isn't
2. Does not have semantic highlighter
3. Sometimes wrongly follows caret (shows different symbols or nothing)

I think it is better to remove it from the release than have it in this state.

This is quite a useful feature actually.
