0) right-click project, select Subversion / Show Changes
1) in output window, double-click a file that's been remotely changed to get a diff
2) diff is opened with "Show Locally Modified Files" button selected by default

I would like the "Show Both Locally And Remotely Modified Files" to be the default in this case, because the result is an empty editor window until I move my mouse from the bottom of the screen (output window) to the top (editor toolbar) to change it.

You forgot to say that the Versioning view was in *Local and Remote* mode, right? There was a bug (i just fixed it) that the diff view was opened in Local mode right after restart until you clicked on the toolbar buttons in the Versioning view. After the fix of the bug (#206092) the diff is opened in whatever mode is just selected in the versioning view (Show Changes view).
