To reproduce,
1. right click on a Makefile in Explorer Filesystems tab.

"Execute" and "Clean" on the popup menu are not in Japanese.
They come from Bundle. But l10n.list does not include actions/Bundle.properties.

Updated the list of files to include the missing properties file and
the html files.

I've verified the fixing in "FFJ, EE 4.0 EA (Build 020312)"
