When I opened the Plugins dialog, the list of available plugins is missing
until I click the Reload catalog button. Ditto for List of installed plugin.

Works for me, might be connected to JDK 7

Can still reproduce it with build  NetBeans IDE 7.0 Beta 2 (Build 201102100000)

Java platform JDk1.7

This is JDK 7 related and it affects whole Plugin Manager, not only list of Available Plugins.

It's very odd mainly in Installed Plugins tab (on screenshot), as there is no big refresh button, thus the workaround is not that intuitive.

Also this looks like a duplicate of #190485.
