the title of the Properties window is not located properly. Always appears as "Properties." This label corresponds to the file CTL_Properties Bundle.properties of \org-openide-explorer\org\openide\explorer\propertysheet


verified both in Spanish, French, and German

I verified these are localized in 6.9 source tree. marked as fixed.
