system: win xp, java 1.6u14, cpu p4 2.8GHz, 1GB RAM (older machine, but definitely not a crap)

-download full NB installation and install it (not installing application servers)

I understand that the IDE is quite complex software with many files and over 600 MB of the final installation on the 
disk, but it did not last so long in previous versions as far as I remember. 20 minutes is simply too long, even 
something as big as ms visual studio with several GB of help files is installed faster.
It seems that the installation of mobility took most of the time and that disk speed is the bottleneck (cpu is utilized 
only at 20%).

If this is supposed to be a performance(not installer) issue, feel free to redirect it.

Yep, mobility is the bottleneck. The new Java ME SDK 3.0 (used in Windows installer) contains a lot of small files 
(totally ~8000) and it takes a while to extract them. The previous Sun Java Wireless Toolkit 2.5.2 (now used only in 
linux installer) was not that big... Simple unzipping the Java ME SDK files takes about 1:40 on my system (old P4 with 
HT, 3Hz, 2GB Ram). I agree that some profiling and optimization is required to be done as we have never done against 
installer.

BTW, you might want to check your HDD performance (e.g. fragmentation).

On my system (similar to yours but with more RAM which is not a big deal) - with almost full NTFS partition - the full 
installation without servers takes only 6 minutes. So likely HDD speed matters..
