Either in the IDE or on the website.
This could provide a distributed way of gathering the usefulness and quality 
metrics, which is not really possible to achieve in many different ways.

The rating could be then displayed in the autoupdate dialog in the IDE, so that 
users will better be able to choose whether they want particular part or not.

Implemented in 3.3:

There are more NB Update Centers (except of current for stable 
modules):
NetBeans Update Centers Beta and
NetBeans Update Centers Alpha

This is actually something different - the rating functionality shoul 
d provide us with the ability to receive stability feedback from 
users and the users with the ability to provide it.

We could view it as a way of getting a distributed quality 
assurance...
