Tooltips of toolbars isn't possible localized, because they aren't read from
bundle , but tooltip is folder name.

Toolbars tooltips are read from the appropriate action (menu item) 
and it is the same text as in the menu item is displayed, so it is 
localized.
If you don't agree, please, reopen this bug.

Can I close this; netbeans_ro still reports
it in dispatched state. I think it needs it
in closed state to show it as not an active or valid
bug.
