Currently there's no way to start http server from the IDE if it is not running and therefore it is not possible to use
HTTP monitor on remote servers

Lowering the priority to P3, since starting the HTTP Monitor enabled server outside the IDE is not a primary supported
use case.

In order to start an HTTP Monitor enabled server successfully, the NetBeans internal HTTP server must be running. There
is, however, no strait-forward way to start the internal HTTP server manually.

As a work-around the internal HTTP server can be started by displaying some help : Http > Javadoc Reference > pick some
menu item

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
