It appears that the rsync server is down.

Jack,

Our system admins had restarted the service as there were more number of
connections. Can you please try now & let us know if things are working fine?

It is back, thanks.  Can you please explain what "as there were more number of
connections" means, and why that caused the server to die ?  Thanks.
