if I drag something from another program to NB and I want it to be placed in a
TC that is not visible (not in the active tab) I have to cancel the operation,
select the right TC and start the dragging again. Instead it would be nice if a
DnD operation would be detected and the TC under the mouse cursor would be
activated.

How would it work exactly? Do you mean that when dragging over tab (or hovering for a while), that tab should be selected?

yes. dragging over a tab should select the tab after a while .
