if the options window - general section is not handled by utilities category,
please reassign or let me know which one to reassign to

running pseudo localized nb6, at 16 pt font, and the section of general options
window for textfield for proxy server and port comes up with the textfields very
small.  I realize that for textfields the user is expected to type into it and use
arrow keys to move within it, but in this case its so small that they can barely
place cursor in it, and on some screens or larger font size but still a reasonable
font size, these fields might not be seen at all.

assumption is that user should not need to resize to see all contents of windows
and that fontsize 16 or 18 is a reasonable size.
