If issue 96532 is implemented, it is desirably to consider all resources 
(especially icons) in public packages part of an API and track changes among 
them.

Enhance the verification framework:
http://openide.netbeans.org/proposals/arch/clusters.html#verify
to track resources in public packages, list them in the ide/golden files and 
warn about their changes.

No plan to do it in near future - wontfix.
