Steps to reproduce:
 - create a BPEL project
 - add a BPEL diagram there
 - restart IDE
Diagram will be in readonly state

Alexey, is this issue and 93982 have the same reason ?

1. Bug is not reproducable

2. Diagram can be in readonly state only in two cases: 
   1) source bpel file is readonly
   2) bpel model source is not editable
   After issue 93982 have been fixed, bpel model source is always 
   editable, so   this should solve this problem also. 

Mark it as fixed.
