I know that this issue is about subjective opinion. I am working with netbeans 
and also with eclipse.

Support for cvs and subversion really different and I have to say it's better 
in eclipse (IMO).

So here is my improvement to netbeans:
My concept includes versioning window like "Project Window" or Runtime Window" 
with three component.

    |- CVS Repositories
            |- Repository1
                   |- [browse repository]
            |- Repository2
    |- SVN Repositories
            |- Repository1
                   |- [browse repository]


You can easy access all of your repositories, browse and checkout files and 
directories.

I think good idea to start some wizard is to e.g. checkout as when you right 
click to directory. This idea disconnects browsing repository from wizard.
