Description:
Tested env. JSE8 xyNNNNNN winxp, jsk1.5.0_04

steps :
1. Create a package element in a class diagram (and make the package compartment big
   by dragging the element boarders)
2. Place a few class, interface elemnts in side the package element
3. Using contextual menu, "Resize Element to Contents" on a package element.
   This operation has no effect.

Targeted in drawing area redesign.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

resize is disabled for containers now
