On Windows, when the splash window is showing and before the main window
appears, the task bar shows "Starting Netbeans Platform" no matter what
Application Title is set via Module Suite branding properties.

The wrong label is particularly evident if you open a dialog on startup (i.e. a
login dialog).

I think that BL_splash_window_title should be set also to the branded
Application Title value.

This also occurs on Linux. Iwould have a guess that this would appear to be a
problem with all OSs.
