NB Dev (floating windows - 060622), JDK 6.0 (b92)
Linux Ubuntu 5.06 / Gnome 

Steps to reproduce:
- run IDE
- open few files - one form file
- undock form file tab
-> Palette + Ispector are still docked in the main window
- try to DnD Palette to the top of the undocked editor
-> it's impossible
