Coke build milestone 14

Layout properties window (right-click the blank area in diagram design view,
choose layout - properties) uses small font regardless of the set global
--fontsize 16 option, which is inconsistent with all the other windows and may
be difficult to view in asian locales, since asian characters are normally
viewable starting at fontsize 14

This issue has been fixed in coco and merged to griffin build.  The layout
properties dialog no longer has hard coded font size. Please verify with griffin
daily build.
