Description:
Steps to reproduce:

1.  Create a project and run it.
2.  Attach the BPEL debugger to the project.
3.  Run the project.

Actual Result:
When the process is suspended, the "Step Out" option is disabled

Expected Result : 
When the process is suspended, the "Step Out" option should be enabled.

Evaluation:
Step Out is not scheduled to be supported.

Step out is not a meaningful feature, we do not have a step in. Both are out of
scope for Beta.

Not every debug semantic is applicable to BPEL.

Since this feature is not being used, "disabling" it is the correct behavior
