1) Create new module
2) Expand <this layer in context>
3) Run "Action Wizard" (just use default values, just fill up "Display Name")

Actions and Menu Bar should be bold. But they are not. (Their subfolders are -
Actions/Build and Menu Bar/File).
Hard to find what has changed in this scenario.
