To reproduce:
-------------
1) open a web.xml
2) choose Pages view
3) change Welcome Files text box value
4) click the "[-] Welcome Files" title
ERROR: IDE throws:

Seams that this is problem only in jdk1.4

Fixed.
Avoid to re-create the welcome-files panel for changes coming from welcome-file
panel itself.
